I'm currently alternating pups for the challenges so that I'm only writing one challenge per week, but still keep more than one pup. It does allow for more focus without giving up too many muses. Maybe you could consider doing things that way? TM does have the one-in-four rule, which makes alternating doable with less than four muses.
